What is programmatic SEO? Definition, examples, and when it works

Programmatic SEO is the practice of generating many pages from a structured data source and a shared template, so that each page targets one search intent that would not justify hand-written content.

The pattern is older than the phrase. Directories, marketplaces and comparison sites have built their organic footprint this way for two decades: one template, one row of data, one page per query. What changed is the cost of the prose. A language model can now fill the writing slots in a template, which is why the technique came back into fashion — and why Google has spent the years since drawing a line straight through the middle of it.

How programmatic SEO works

Three ingredients, and the order matters.

A query pattern with repeating demand. Not one keyword: a shape. "Flights from X to Y", "X alternative", "best CRM for industry", "city co-working spaces". You are betting that the pattern has enough independent searchers in enough of its variants to be worth a page each. Most of the failures start here, with a pattern that has one popular variant and four hundred that nobody has ever typed.

A data source that is genuinely yours. Prices, availability, specifications, review counts, coverage maps, benchmark numbers — something a reader cannot assemble in thirty seconds from the same three public sources you used. If the only thing that varies between two pages is the keyword, you have not built a data-driven page set; you have built the same page four hundred times.

A template whose non-data parts still earn their place. The shared sections — how to read the table, what the caveats are, what to do next — are what a reader takes away when the data itself is a wash. They are also the part most people leave as filler, and filler at scale is exactly what search engines are now tuned to notice.

Once those exist, the mechanics are unremarkable: join the data to the template, render, publish, and wire the set together with internal linking so the pages that earn links can pass authority to the ones that do not.

Where the line is

Google added scaled content abuse to its spam policies in 2024, and the wording is worth reading closely, because it is not about templates at all:

Scaled content abuse is when many pages are generated for the primary purpose of manipulating search rankings and not helping users.

Two clauses, both about intent and outcome. Generating pages is not the offence. Generating pages whose primary purpose is ranking, and which do not help the person who lands on them, is. The policy explicitly names using generative AI to produce many pages "without adding value for users", and combining content from several sources without adding substance.

The practical reading: a programmatic page has to survive the same self-assessment Google publishes for any other page — does a reader leave it feeling they got what they came for, or feeling they need to search again? A page set that passes that test at scale is a product feature. One that does not is a liability that grows linearly with the number of URLs.

Ahrefs' own guide to the technique quotes Google's John Mueller putting it more bluntly: "Programmatic SEO is often a fancy banner for spam." He is describing the median attempt, not the method.

When it works — and when it doesn't

Two failure modes deserve naming because they are invisible at launch and obvious a year later.

The first is thin variants. A pattern with four hundred permutations rarely has four hundred worth of demand. The tail pages get indexed, earn nothing, and dilute the impression the site's whole set makes. Pruning them later is normal maintenance, not an admission of failure — but it is work most teams never schedule.

The second is template decay. Data goes stale faster than prose. A comparison page whose numbers are eighteen months old is worse than no page, because the reader can tell, and so can everyone the reader tells. Content decay is a maintenance problem on every site; on a programmatic set it is a maintenance problem multiplied by the size of the set.

The alternative that suits most small and mid-sized sites better is narrower and slower: pick a topic you can genuinely cover, write pages a person would choose to read, and build topical authority by depth rather than by permutation count. That path produces fewer URLs and, on a site without an existing data asset, usually more traffic.

FAQ

Is programmatic SEO the same as autoblogging?

No. Programmatic SEO is about page generation — many URLs from one template and a data set. Autoblogging is about publishing cadence — posts appearing on a schedule without a person driving each one. A site can do either, both, or neither, and they fail in different ways: programmatic sets fail by thinness, autoblogging fails by repetition. Does Google penalise programmatic pages?

Not for being programmatic. Google's spam policies target pages generated primarily to manipulate rankings that do not help users, which is a description of the output, not the production method. A templated page backed by real data that answers the query is fine; a hand-written page that says nothing is not, and neither is a thousand of them.

How many pages does it take to count as programmatic?

There is no threshold, and looking for one is the wrong question. The distinguishing feature is that the pages are produced from a shared structure rather than written individually — which is true of fifty pages and of fifty thousand. What changes with volume is only how expensive the mistake is if the pattern was wrong.
